Hearts of Fire International Ministries
is led by Dr. Aaron Winter, Founder and Apostolic Leader. Dr. Winter provides the overall spiritual direction, vision, and leadership of the ministry, equipping believers, advancing the Gospel, and cultivating a culture of revival, miracles, and transformation.
As an apostolic ministry, Hearts of Fire is committed to advancing the Kingdom of God through preaching, training, global outreach, and the demonstration of the Holy Spirit’s power.

Terrence Proctor
Senior Pastor of Church by the Side of the Road, in Tukwila, WA, Terrence Proctor is a respected evanelical leader known for his commitment to biblical teaching, pastor care, and strengtheing the local church. With a heart for discipleship and practical ministry, he has faithfully served his community by helping believers grow in spiritual maturity, biblical understanding, and authentic Christ-like living.
Cindy Jacobs
The Chair and Director of the Apostlic Counsel of Prophetic Elders, and the co-founder of Reformation Prayer Network, Cindy Jacobs is a respected Christian leader, known for her powerful prophetic ministry and global influence. As the co-founder of Generals International, Cindy Jacobs equips leaders and believers worldwide through teaching, prayer, and strategic insight, helping advance spiritual growth and transformation across nations.
James W. Goll
James W. Goll is a respected Christian author, speaker, and a prophetic voice, and advisor to leaders and ministries worldwide. Know for his teaching on prayer, intimacy with God, and heaering the voice of the Holy Spirit, James is the founder of God Encounters Ministries, and has equipped belivers globally through biblical teaching, spiritual formation, and leadership development.
These leaders have walked closely with Dr. Winter through key seasons of life and ministry and serve as trusted voices who offer encouragement, guidance, and, when needed, correction. Their role is not to govern the daily operations of the ministry, but to provide spiritual oversight and counsel in matters of significance.
Pastor Terrence Proctor, based in Seattle, Washington, is local and has walked closely with Dr. Winter through significant personal and ministry seasons, including family life and leadership development. As a seasoned evangelical pastor with strong biblical foundations, he provides trusted pastoral counsel and personal accountability from outside the apostolic and prophetic stream.
Together, the three of these relationships provide a balanced framework of prophetic insight, apostolic wisdom, and grounded pastoral accountability. Their role is not to govern the daily operations of the ministry, but to serve as trusted voices who offer guidance, encouragement, and, when necessary, loving correction.
Leadership Accountability & Oversight
Dr. Winter remains accountable through local church eldership, governing board oversight, trusted senior ministry relationships, and external minisertial oversight through the Evangel Association of Churches and Ministries (EACM).
The Board of Directors, in conjection with the EACM, maintains authority regarding ministerial ethics, leadership conduct, discipline, organizational governance, and, if necessary, the removal of ministry leaders or ministerial credentials. Hearts of Fire International Ministries believes that no spiritual leader is beyond biblical correction, accountability, or proper oversight.
Church Eldership
The local church expression of Hearts of Fire Ministries is shepherded by a team of elders who provide pastoral care, spiritual support, and leadership for the congregation.
This team works together to cultivate a healthy church environment, ensuring that members are cared for, discipled, and strengthened in their walk with Christ.
Board of Directors
Hearts of Fire Ministries is supported by a Board of Directors that provides organizational and financial oversight. The board is responsible for ensuring that the ministry operates with integrity, accountability, and proper stewardship of all resources entrusted to it.
While the apostolic leader carries the vision and spiritual direction of the ministry, the board serves to support sound governance, financial responsibility, and organizational health.
Strategic Ministry Relationships
Hearts of Fire Ministries is relationally connected to the broader Body of Christ through apostolic networks and ministry partnerships including, Harvest International Ministries (HIM) and Evangel Association of Churches and Ministries (EACM), Apostolic Council of Prophetic Elders (ACPE), Global Prophetic, Reformation Prayer Network (RPN) and Isaac TV.
These relationships include alignment with recognized apostolic and prophetic leaders and collaboration with global ministry partners to advance the Gospel through revival, missions, and outreach.
Financial Stewardship
Hearts of Fire Ministries is committed to honoring God through faithful and responsible stewardship of all financial resources.
Ministry finances are managed with integrity and are reviewed regularly to ensure accountability and proper use of funds. Resources are directed toward advancing the mission of the ministry, including church operations, outreach, missions, and ministry development.
An annual ministry summary is made available to provide transparency regarding the impact and stewardship of the ministry.
Integrity & Pastoral Care
Hearts of Fire Ministries is committed to maintaining the highest standards of integrity in leadership and ministry.
We uphold clear expectations for pastoral conduct, including appropriate counseling boundaries, financial integrity, and ethical leadership practices. Our desire is to create a safe, healthy, and life-giving environment for all who are part of the ministry.
Any concerns or matters requiring review are handled through established leadership structures with wisdom, care, and accountability.
